SiRT Charges Halifax Regional Police Officer with Multiple Criminal Offences

The Director of the Serious Incident Response Team (SiRT) has reasonable grounds to believe that a member of the Halifax Regional Police (HRP) has committed criminal offences.
On September 4, 2025, SiRT received a referral from HRP regarding allegations related to the sale of stolen property, including bicycles and other property, by an HRP officer.
Following the investigation, on October 29, 2025, Cst. Fallon Clarke was charged with one count of breach of trust under section 122 the Criminal Code, one count of false pretence under section 362(1)(a) of the Criminal Code, one count of obstruction under section 129(a) of the Criminal Code, and one count of possession of property obtained by crime with a value over $5000.00 under section 354(1)(a) of the Criminal Code.
Cst. Clarke will appear before the Nova Scotia Provincial Court at 5250 Spring Garden Road, Halifax, Nova Scotia on November 27, 2025 at 9:30 a.m.

SiRT is responsible for investigating all matters that involve death, serious injury, sexual assault and intimate partner violence or other matters of a public interest to be investigated that may have arisen from the actions of any police officer, on or off duty, in Nova Scotia or New Brunswick. Investigations are under the direction and control of an independent civilian director, who has the sole authority to determine if charges should be laid at the conclusion of an investigation. Today, the Serious Incident Response Team (SiRT) laid criminal charges against Halifax Regional Police Constable Fallon Clarke.
Constable Clarke has been suspended with pay since the investigation began and will remain suspended pending the outcome in court.
Whether at work or on our own time, there is an expectation that police officers are leaders in the community, particularly when it comes to upholding the law.
As Chief, I am disappointed. I expect better and the public deserves better.
I want to stress that we will not let the actions of one officer define us.
Our police service is comprised of many officers and civilians working with the highest standard of integrity and to the highest standard of service.
We will continue to work hard to serve Halifax Regional Municipality.
