Municipality launches “One Membership” pilot for recreation facilities
The Halifax Regional Municipality is advising residents that a new “One Membership” pilot program has been introduced to improve access to municipally operated and multi-district recreation facilities.
As part of the pilot, residents who hold an active membership at a participating facility can access other municipal recreation facilities through a discounted day pass model. Eligible members can receive a 75 per cent discount on day pass rates when visiting facilities outside of their home location.
The pilot responds to public feedback supporting more flexible access to recreation options without increasing fees and aligns with the municipality’s goal of equitable access under the Community Facility Master Plan.
Residents with an annual paid-in-full or ongoing monthly, bi-weekly or roll-over membership can participate. When visiting another facility, residents are asked to check in at the front desk and provide their membership information to receive the discounted rate.
The pilot program was approved by Regional Council on Tuesday, Jan. 27, following public engagement conducted in spring 2025. Staff will monitor usage, financial impacts and member experience throughout the pilot and are expected to return to Regional Council with results and recommendations in late 2027.
